Blackberry and Android

Why does the Blackberry not require the user to enter their passphrase only their PIN but the Android requires the passphrase and the PIN?

The Blackberry token is a bit older and dates from a simpler time when
smart phones didn't have some many holes in them, literally and
figuratively.
